U.S. Congressman. He was the brother of Congressman Jesse Franklin and member of the North Carolina State House of Commons, (1800-01). In 1807, he was elected as a Republican to the Tenth Congress and to the net three succeeding Congresses, serving until 1815. After his term, he served in the North Carolina State Senate, (1828-29) and from 1838, until his death at age 67.
