MUNCIE--Joseph LeRoy Rowe, 66, of Muncie, IN, died on July 26, 2004 at home. He was a retired Muncie Police Officer, first African American K-9 officer, the first African American F.O.P. President, the first African American Deputy Chief, and a member of the Greater Grace Episcopal Church. He graduated from North Western University in Chicago, IL.

Joseph leaves to cherish his memory a wife, Frances Rowe; four daughters, Kimberly King, Karla Erby (fiance-Tim Woods), Kelli Rowe (fiance-Troy Johnson), and Karen Rowe (Lamar Morton); two brothers, Ralph (Connie) Rowe and Gary (Sandra) Rowe; two sisters, Priscilla (Sam) Gudger and Mary Wolfe; 10 grandchildren; two great-grandchildren; and a host of other relatives and friends.

He was preceded in death by both parents, Garrett Rowe and Phyllis Taylor Rowe.

Visitation is Friday, July 30, 2004 at 5 p.m. to 8 p.m. at Christ Temple C.O.G.I.C. Services are Saturday at 1 p.m. at the church. Burial will be in Elm Ridge Cemetery. Carmichael Funeral Services, Inc., is handling arrangements.
