Enoch J. C. Millard was the fifth child of thirteen of parents, Joshua and Ann "Nancy" Millard, born 1810 in Washington, D. C. He was probably baptized at the St. Peter's Catholic Church in Washington.

He did not marry or acquire property so the only records found on him are U. S. Census and inheritance documents from his father's death in 1832.

In the 1810 U. S. Census of D.C. there are three males shown in the age range of 0 to 10 years old. Charles E. Fenwick, a SMC researcher, beleives that these three are Robert F. Millard, John M. Millard and Enoch. In the 1830 census of D.C., Robert and Enoch are listed at the same address, unmarried males between the age of 20 to 30.

Following the death of Joshua in 1832, Ann Millard moved herself and family back to the family farm, "Bellville" in SMC and in the 1840 census, Enoch is listed as the "Head" of household with Ann, his mother, his siblings, Joseph, Henry J., Mary J., Elizabeth, Ann Armstrong and nephew Frank C. Armstrong. As the oldest male at the farm, he would have been managing crops, cattle and slaves.

Enoch died 12 April 1843, age 33, with cause of death not known or found. A referance to his death is found in the Baltimore Sun Newspaper, 25 Apr 1843 that read: "Millard, E. J., 12 April 1843, son of Joshua."

Burial would have followed on the 13th or 14th in Old St. Aloysious Cemetery. Hard rock limestone, marble and granite are not found in SMC so whatever was used as a marker did not last long. His mother died in 1866 and has a marble marker on her grave, which is probably close to where Enoch's grave is located.
