US Congressman. He graduated from Yale College in 1786, studied law, attained admission to the bar and practiced in New York City and upstate New York. From 1792 to 1794 he was private secretary to Gouverneur Morris, who was Minister to France. Livingston served as Judge of Columbia County, and was a member of the New York State Assembly in 1802 and 1810. In 1806 he was the successful Federalist candidate for a seat in Congress, and he served two terms, 1803 to 1807. Livingston died at his home and was entombed in a vault there. In 1904 the vault was broken into, presumably by grave robbers, and the remains of Livingston and his wife were scattered. Efforts to recover the remains and identify the thieves were not successful. The home, now known as the Henry W. Livingston House, still stands. It is privately owned and is listed on the National Register of Historic Places.
