He was born on May 28, 1932, in Saranac, New York, the son of Norman and Alice (Rachette) Collins.
Norman worked for JC Penney, The Base Exchange on the former Plattsburgh Air force Base for 15 years, and also for the Postal Service, retiring after 6 years.
Survivors included his wife, Viola Collins of Plattsburgh, whom he married May 18, 1990; two sisters-in-law and three brothers-in-law, Judy and Earl Thibadeau, Larry and Teresa Chartier, and Harold Cromie; his former wife, Margie Haley; also many nieces, nephews and cousins.
He was predeceased by his parents; two brothers, Bernard Collins and Edwin "Dutch" Collins; a sister, Loretta Casey; two sisters-in-law, Florence Collins and Ruby Cromie; one brother-in-law, Daniel Casey; and his father and mother-in-law, Alfred and Viola Chartier.
At his request there were no public calling hours.
A graveside service was held in Independence Cemetery in Saranac, New York.
