Arizona Territorial Governor, US Congressman. He attended private schools in Kentucky and then studied law at Bethany College in Bethany, VA (now West Virginia). He was admitted to the bar in 1859 and practiced law in Leavenworth, Kansas. He decided to enter politics and was elected to the Kansas State Senate in 1861. He was never seated because the Civil War broke out and he entered the Confederate Army as a private. He served throughout the war and attained the rank of Captain. After the war, he settled in Columbia, Missouri and engaged in agricultural pursuits. Moving to Kansas City, Missouri in 1868 he resumed practicing law and politics. He served as Jackson County, Missouri prosecuting attorney for four years. He was elected as a Democrat to the Forty-fourth and Forty-fifth Congress (1875 through 1879). He withdrew his nomination for reelection and returned to law practice. In 1885, he was appointed the United States Consul in Hankow, China. In 1890, he returned to the United States and settled in Phoenix, Arizona where he again practices law. In 1896, he was appointed Governor of the Territory of Arizona and served as such until he was recalled on July 29, 1897. He returned to law until his sudden death from a heart attack.
