US Congressman. Prior to his political career, he served as a major in the army during World War II in Europe. Elected mayor of Dayton, Ohio in 1945. He resigned in 1948 to run for US Congress. Elected as a Democrat to represent Ohio's 3rd Congressional District in the United States House of Representatives. Served from 1948 through 1951 in the 81st and 82nd Congress. He resigned in 1951 due to war related health issues. He was elected in 1956 to the Montgomery County Commission in Dayton, Ohio and served until 1960.
