US Congressman. A member of the Republican Party, he served the State of California's 1st Congressional District (1963 to 1975) and 2nd Congressional District (1975 to 1983) in the United States House of Representatives. After graduating from high school, he joined the V5 Naval Aviation Cadet Program at St. Mary's College and later served with the United States Navy during World War II. Following the war, he established his own aviation business and later began his political career as a member of the Board of Supervisors in Del Norte County, California. During his tenure in Congress, he served on the Public Works and Transportation Committees. He made environmental issues a priority and designated federal money which led to the creation of the Redwood Forrest National Park. After leaving Congress, President Reagan appointed him Director of Special Projects in association with the Federal Aviation Administration.
