She was the sister of Abraham Baldwin with whom she shares a stone and was married to Joel Barlow, American poet and diplomat. She is interred in the Baldwin lot.

Died, age 62, at Kalorama [see photo of house to the right], on the evening of the 30th of May, Mrs. Ruth Barlow, relict of the late Joel Barlow, Envoy Extraordinary and Minister Plenipotentiary of the United States at the court of France. Mrs. Barlow was a native of Connecticut. Those uncommon talents which she and the family of Baldwin possessed, were highly cultivated during a long residence with her husband in various countries in Europe. Since the death of her husband, she resided at his favorite seat and exerted herself in doing good to all around her. She sustained with dignity, patience, and serenity, her last, long sickness. Her remains, attended by the heads of departments, foreign ministers and numerous friends, were on Monday, placed in the family mausoleum at Kalorama.

Researcher's Note from Diane Gravlee: As her obituary states she was buried in the family mausoleum located at Kalorama. The location of the mausoleum was on 22nd Street across from the Cosmos Club at 2121 Massachusetts Avenue. When Massachusetts Avenue was extended and the Kalorama tract was developed her remains were removed to Rock Creek Cemetery.
