Montana Governor. Elected to a four year term as Montana Attorney General in 1916, he tried to win the Republican nomination for governor in 1920, but failed. He was successful in winning the governorship in 1940 and was re-elected in 1944. He had a reputation for fiscal conservatism and fairness in making state appointments. During his administration, the Missouri River was harnessed to provide cheap electricity for industry and water for farmers. He was nominated for a third term in 1948, but was defeated by Democrat John W. Bonner.
