Henry Asa Allen was born in Madison, WI on January 22, 1867, the eldest son of General Thomas Scott Allen and Natalia Weber. His father was brevetted Brigadier General in the Civil War and was Wisconsin's Secretary of State from 1866-1870.
Henry Asa Allen graduated from the US Naval Academy in 1887, then worked as a civil engineer in Chicago, IL and was a Captain in the Illinois Naval Reserve.
He married (1) Julia Hay Hawley of CT on September 28, 1897 in Chicago, Cook Co IL and the couple had one daughter, Julia A., (born September 25,1898; married Richard V. Slaker).
In 1927 Henry A. Allen married (2) Florence P.(?).
President Theodore Roosevelt in 1907 appointed him as a member of a commission to determine what type of canal should be built at Panama- whether sea level or below sea level.
Henry became Chief Engineer of the Illinois National Guard as a Lt. Colonel. In 1917, at the beginning of WW1, he was promoted to Colonel commanding the 1st Regiment of Illinois Engineers, which became the 108th Engineer Battalion of the 33rd Division under Major General Geo. Bell (#19858415). The 108th Engineers and Col. Henry Allen was the very first unit sent to France, arriving May 18, 1918.
Allen served throughout WW1 and was awarded the Distinguished Service Medal, the French Croix de Guerre; and Marshall of France Citation for actions during the Somme Offensive and operations along the Meuse River from September-October 1918, personally supervising the work of his men under heavy shell fire.
