Bryan received his formal education in the field of law from Baylor University in Texas and Yale University in New Haven, Connecticut. He was a practicing attorney for the City of Bremerton, Washington in 1907, 1908 and 1911 and a member of the Washington State Senate from 1908 to 1912. He served as prosecuting attorney for Kitsap County from 1926 to 1930 and president of the Bremerton Port Commission from 1933 to 1936. Following his career in public service, he practiced law in Bremerton, Washington until his death.
