US Congressman. He studied law in the Ontario County town of Lyons, and in 1820 moved to Cazenovia, where he practiced law for over 30 years and owned a general store. He was Village Clerk from 1829 to 1833 and again in 1836, and served in the New York Assembly in 1835 and 1836. In 1838 and 1841 he served as Cazenovia's Village President. Hough was also active in the state militia, eventually rising to the rank of General. He was elected to Congress as a Democrat in 1844 and served one term, 1845 to 1847. He was a member of the committee that oversaw construction of a building for the Smithsonian Institution and served as a member of the Institution's Board of Regents. After leaving Congress he resumed the practice of law in Cazenovia. In 1855 he moved to Syracuse, where he continued to practice law and was active in several businesses, including serving as Vice President of the Syracuse City Bank. In addition, Hough served as President of the Syracuse Board of Education and was involved in the founding and design of Oakwood Cemetery, also serving as an original member of its Board of Directors.
