Vermont Secretary of State. His father was a veteran of the War of 1812, the longtime President of the Vermont Mutual Insurance Company, and a public official who served as Washington County Probate Judge and in other offices. The younger Bailey was raised in Elmore and Middlesex, studied law, and was admitted to the bar in 1858. He practiced in Montpelier, and became active in politics as a Republican. Bailey served as Deputy Secretary of State when Benjamin W. Dean was Secretary; after Dean's death in July 1861, Bailey served as acting Secretary. Bailey won a full term in October 1861; he was reelected in 1862, 1863, and 1864, and served until his death. In 1862 he married Georgiana Reed of Montpelier. Bailey died of tuberculosis; his widow later married E. Henry Powell, who was Vermont's Auditor of Accounts for many years.
