Hugh was born to Judge John Hancock and a former slave, Eliza, born in North Carolina. During the Civil War, Judge Hancock sent Hugh, his brother, and his mother to live Oberlin, Ohio. He attended Oberlin College in Ohio between 1860 into early 1870's.
He married Susie James O'Connor in Austin on November 19th, 1879. They had four daughters, Bessie, Bertha, Nettie and Hugh Ella.
He was the 2 times Grandfather of Aisha Tyler, of the TV show "The Talk"
