United States Navy Admiral. He graduated from the United States Naval Academy in 1917 and served on the battleship "USS New Jersey" (BB-16) during World War I. He was placed in charge of the Pearl Harbor Navy Yard's Salvage Division and is best known for directing the huge task that enabled the Navy to recover damaged ships and the use of three sunken battleships. His salvage efforts were considered the greatest in Naval history and he was appointed Force Maintenance Officer for the entire South Pacific Force. Following World War II, he commanded the Philadelphia and Norfolk Naval Shipyards. In 1951, he became Chief of the Bureau of Ships and took command of the Puget Sound Naval Shipyard in 1953.
