US Congressman. A member of the Republican Party, he served in the US House of Representatives from Massachusetts's 7th congressional district for one term from March 1921 until March 1923. Born Robert Sansfield Maloney, he entered politics in 1909 when he was elected to the Lawrence, Massachusetts Board of Alderman. From 1916 until 1920 he served as president of the Lawrence City Commission. In 1920 he was elected to the US House of Representatives, defeating 4-term Democrat Michael F. Phelan. In 1922 he was not a candidate for re-nomination and after vacating his congressional seat, he became the director of the Department of Public Health and Charities, serving from 1924 until 1928. He died at the age of 53.
