US Congressman. He attended Elmira Free Academy and studied medicine before beginning a career as a druggist. He relocated to Pennsylvania, founded the town of Dubois and served as its first postmaster. Flood later returned to Elmira and became active in farming and the lumber business. He served on the Board of Aldermen from 1882 to 1883. He was active in the Chemung County Agricultural Society, serving as Secretary and Treasurer before holding the office of President from 1884 to 1885. Flood was elected to the US House of Representatives as a Republican in 1886 and was reelected in 1888, serving from 1887 to 1891. He did not run for reelection in 1890 and resumed his farming and lumber enterprises, and also worked as a real estate broker. Flood died while visiting Pittsburgh and his remains were returned to Elmira for burial.
