US Congressman from New York. He completed his education in Connecticut and New York, studied law, and was admitted to the bar. He settled in Onondaga, New York in 1802 and began a law practice. Hall was also a farmer and was an organizer and officer of the Onondaga County Agricultural Society. Hall was Surrogate Judge of Onondaga County from 1800 to 1822, and was Postmaster of Onondaga Hollow in 1802. He was Supervisor of the Town of Onondaga from 1811 to 1812 and 1817 to 1818. In 1815 he was one of Onondaga Valley Academy's original incorporators. Hall served in the New York Assembly from 1816 to 1817, and as Justice of the Peace from 1818 to 1822. In 1818 he was elected to the US House of Representatives as a Democratic-Republican and served one term, 1819 to 1821. He was an unsuccessful candidate for reelection in 1820 and returned to his law practice. He also served as Town Supervisor again in 1825.
