Liberian Head of State. Born Ruth Sando Fahnbulleh, she served as the Chairperson of the Council of State (head of state) of Liberia from September 3, 1996 to August 2, 1997. She graduated from the Teachers College of the University of Liberia and later worked as an elementary school teacher in Grand Cape Mount County. She later worked at the Monrovia office of Chase Manhattan Bank. In 1985 she was elected to the Liberian Senate and during her term which lasted until 1989, opposed President Samuel K. Doe. After serving in the Senate, she started her own retail business and became active in civilian groups. On August 17, 1996 after years of civil war in Liberia, a ceasefire was announced and she was appointed chair of the Council of State. She became the first female head of state of Liberia and of modern Africa. She served until August 2, 1997 when the newly elected president Charles Taylor took over. She later was an African President-in-Residence at the African Presidential Archives and Research Center at Boston University.
