Lithuanian Prime Minister. He served as the Prime Minister of Lithuania from February 15, 1996 to November 27, 1996. He studied at the Institute of Finance in Leningrad from 1953 to 1957. After graduation, he went to work at the Finance Ministry where he was responsible for the economy, national budget, and agriculture. In 1969 he was appointed Minister of the Lithuanian SSR to the Council of Ministers of the USSR. He continued in various government posts even after Lithuania's declaration of independence on March 11, 1990. In February of 1996, he became prime minister and served until national elections were held in October of that same year. He stepped down on November 27, 1996 and continued to serve in the national parliament. In 1998 he was appointed minister of health and served in this position until May of 1999.
