I am an researcher of the 37th Regiment, Indiana Infantry of which Oliver Carpenter was a member. I have found this on familysearch.org and I believe your memorial is Private Oliver Carpenter of the 37th.
Private Oliver Carpenter was born in Indiana about, 1837. As far as known, never married. At age 25, he enlisted from Laurel Township, Franklin County, Indiana, October 26, 1861, in Company I, 37th Regiment, Indiana Infantry. At the re-organization of the regiment in, 1864, he was transferred to Company A, 37th Re-organized Regiment. Mustered out at Louisville, Kentucky, July 25, 1865.
He was in an out of various National Military Homes for Disabled Veterans at Marion, Indiana, Dayton, Ohio, Johnson City, Tennessee, Milwaukee, Wisconsin and Sawtelle, California, from 1890 to 1918.
He was a member of Sumner Post 3, Grand Army of the Republic, at Sacramento, California.
Private Oliver Carpenter died at Veedersburg, Fountain County, Indiana, May 10, 1921.

David Thomas #48582416 is correct in identification. Oliver Carpenter is the son of William and Susan (Toner) Carpenter. He was born 2 Jul 1837 in Posey Twp., Franklin Co., Indiana. His Fountain County Death Certificate (#13729) reflects burial in the Masonic Cemetery - Waynestown.
In addition to the veteran facilities Mr. Thomas has identified, Oliver was also a resident of the Soldiers Home in Danville, Vermillion County, IL d-16 Jan 1921.
