Born in Vilna. He received semichah at 20 years old. Rav Velvele immigrated to the United States in 1907. He settled in Boston, Massechutes serving as the Chief Rabbi and founding Knesseth HaRabonim HaOrthdoksim d'America v'Canada. He moved to New York City to Manhattan's Lower East Side in 1911 becoming Rav is Cong Ada's Yisrael for the next 24 years. He was the son-in-law of Reb Nachum'ke Kaplan of Horodna the rebbi of the Vhofetz Chaim.
