She attended Kickapoo School, St. Mary’s Academy and St. Mary’s College until the outbreak of World War II. She went to work in the Quartermasters Office at Ft. Leavenworth in 1941. Betty and Bernard R. Phillips Jr. were married in 1951 at Sacred Heart Church of Kickapoo.
She continued working at the Fort, as a contracting officer until 1973 when she retired. After a short respite, Betty and Bernard opened Phillips’ Hardwood Lumber Store in 1990. Betty and Bernard located, secured and began work on the Parker Carousel restoration founding the Museum Association. Betty was the first President of Leavenworth Historical Museum Association. The couple began the restoration at their store and marketing the museum to the city leaders.
