Dr Stout was born in Wewoka, Oklahoma, she was the first black woman in America to be elected to the Bench in American history. In the 1950s she was appointed by President Harry S. Truman to the U.S. Court of Appeals in Philadelphia. In the 60s her reputation as a tough, but fair, judge earned her a feature in Life magazine entitled "Her Honor Bops the Hoodlums." Dr. Stout was appointed in 1963 as a special Ambassador to Kenya by President John F. Kennedy. In 1967 President Lyndon B. Johnson sent her back to Kenya on a speaking tour. As a participant in a State Department cultural exchange program, she toured six African countries. She was a Justice of the Supreme Court of Pennsylvania from 1988-1989.


She died of leukemia at Thomas Jefferson University Hospital.
