US Congressman. He was a telegrapher and became a successful construction contractor. Reed was a member of the Manchester City Council from 1899 to 1903 and Mayor from 1903 to 1911. In 1912 he was elected to the US House and served a single two-year term. Reed was a member of the state and national Democratic committees, and was a Delegate to the Democratic National Conventions in 1908, 1912, 1916, and 1924. After running unsuccessfully for reelection to Congress in 1914 he accepted President Wilson's appointment to the US Philippine Island Commission. While in the Philippines he served as the territory's Secretary of Commerce and Police. After running unsuccessfully for the US Senate in 1918 he was an insurance company executive in New York City and Concord, New Hampshire. From 1933 to 1940 he served as New Hampshire Director of several Depression-era federal relief agencies. Reed was a noted trapshooter who won the state amateur championship and took part in the US Amateur Trapshooting Competition.
