William was the son of US Congressman Elisha R. Potter and his wife Mary Mawney of South Kingstown, Rhode Island. He was married on 28 July 1857 to Sarah Corliss (Whipple) Swann, the daughter of John Whiple and Maria Bowen, and the widow of Robert P. Swann of Virginia. In 1860 William was living in Providence, RI with his wife, her five Swann children, and two other boarders. By 1880, William and Sarah were living alone in South Kingstown. William appears on the 1885 RI state census in South Kingstown, and called widowed, but this is likely incorrect because both a death record and tombstone give his wife's death year as 1895. His occupation is given as lawyer. William also appears in the 1900 census for South Kingstown, aged 84 and living alone. William's wife is buried in the North Burial Ground in Providence with several of her children, and near her parents.
