Major General in the Royal Engineers (British Army). Former Lieutenant Governor, then Governor, of the Falkland Islands (1841-1849). Commanding Officer of the Columbia Detachment, Royal Engineers (1858-1863) in the Colony of British Columbia (which in 1871 became a province in Canada). Founder of Queensborough (aka Queen borough) early in 1859. The town was renamed by Queen Victoria later that year as the City of New Westminster. He and his detachment did a great deal in opening up British Columbia for settlement.
