US Congressman. After graduating from Ohio's Kirksville College of Osteopathic Medicine, he studied medicine in Europe in Frankfurt, Germany and Vienna. He returned to Ohio to practice medicine as a licensed practitioner in Marion, where in 1925 he founded the Smith Clinic. Smith was Mayor of Marion from 1936 to 1939. He resigned to accept his election as a Republican to represent Ohio's 8th District in the United States House of Representatives, serving from 1939 to 1951. He was reelected five times, and declined renomination in 1950 to return to his medical practice.
