US Congressman. Born in Boston, he was educated in New York and moved to Ohio in 1862. He taught school for several years in New Philadelphia, Ohio while studying law at the office of A. L. Neely. Upon completion of law studies, he was admitted to the bar in Ohio, and practiced as an attorney in Tuscarawas County. Elected as a Democrat to represent Ohio's 17th District in the United States House of Representatives, he served from 1893 to 1895. He was an unsuccessful candidate for reelection in 1894, briefly resumed his law practice in Washington D.C., and returned to Ohio.
