U.S. Congressman. Born in North Charleston, South Carolina, he graduated from College of Charleston, in 1966, University of South Carolina School of Law, in 1970, admitted to the bar and commenced to practice law in North Charleston. In 1971, he was elected as a Democrat to the Ninety-second Congress, by special election, to fill the vacancy caused by the death of United States Representative L. Mendel Rivers, reelected to the next four succeeding Congresses, serving until 1981. A popular Congressman, while in office he worked to create comprehensive health care for his district and to increase the minimum wage. He declined to seek re-election because of recurring health problems, resumed the practice of law, performed consultant work and was a host a radio talk show. He died of emphysema at age 64 in North Charleston, South Carolina.
