U.S. Congressman. A native of Tennessee, he graduated from the Virginia Military Institute in 1872 and from the law department of Cumberland University in 1874. He was admitted to the bar and practiced law in Covington, Tennessee. A few years later, he became a member of the Tennessee State Senate and served until he was appointed as the postmaster of Covington in 1883. He resigned in 1884 when he was elected as a Republican to represent Tennessee's 10th District in the United States House of Representatives and served from 1885 to 1887. He was an unsuccessful candidate for reelection and returned to Tennessee to pursue business engagements involving insurance. Taylor was also a delegate to the Republican National Convention in 1896. He died in Ellendale, Tennessee, in 1921 when he was 71 years old.
