US Congressman. In 1911, he was admitted to the bar and commenced law practice in Bangor, Pennsylvania. From 1912 to 1915, he was attorney for the board of prison inspectors of Northampton County and solicitor of Northampton County, 1920 to 1923. In 1923, he was elected as a Democrat to the Sixty-eighth Congress, serving until 1925. He was again elected to the Seventieth Congress, in 1927 and served until 1929. He was a delegate to the Democratic National Conventions in 1936, 1940, 1944, 1948, 1952, and 1956 and solicitor for the county controller of Northampton County, Pennsylvania, 1933 to 1943.
