Philippine Patriot. He became the Resident Commissioner of the Philippines, a non-voting position in the United States House of Representatives, during the American colonial period. He graduated from Manila's San Juan de Letran College in 1896 and joined Filipino forces fighting for independence from Spain. Guevara served in the military throughout the Spanish-American War and the Philippine Insurrection, eventually becoming a Lieutenant Colonel. When the Philippines became a United States possession, he worked as a journalist and a member of the constabulary until his election to the Municipal Council of San Felipe Neri in Rizal Province. In 1908 Guevara graduated with a law degree from Manila's Escuela de la Jurisprudencia, and became an attorney in Manila. He served in the Philippines House of Representatives from 1909 to 1912, and the Philippines Senate from 1916 to 1922. In 1922 he was elected as a Nationalist to be the Philippines Resident Commissioner to the United States House of Representatives. He was reelected four times, serving from March of 1923 to February of 1936. Guevara was a strong advocate of Philippines independence, and played an important part in the passage of the 1935 law that granted Commonwealth status to the Philippines and set a timetable for total autonomy. After retiring as Resident Commissioner, Guevara resumed practicing law and was a mining company executive. He died of heart attack while arguing a case in the Philippines Supreme Court less than a year after retiring as Resident Commissioner. He was originally buried in Manila's North Cemetery. In 1993 his remains were moved to his family's mausoleum.
