Author. She was educated at private schools in Essex County, New York and Burlington, Vermont. She married George D. Davenport of Salisbury, Vermont in 1860, and lived in Washington, DC, while he served in the Army during the Civil War. Davenport died in 1864, and in 1867 Frances married Ebenezer J. Ormsbee of Brandon, a Civil War veteran who served as Governor from 1886 to 1888. In November, 1891 Governor Ormsbee was appointed US Land Commissioner in Samoa, where he served until 1893. Mrs. Ormsbee traveled with him, and wrote an essay detailing her experiences, "Samoa – Its People and their Customs," which was included in the 1893 book "The Congress of Women: Held in the Woman's Building, World's Columbian Exposition, Chicago, USA."
