Born in Greene County, Pennsylvania, Edward was a son of John Richard Allum and Nancy Wallace. At a young age he moved with his parents to Belmont County, Ohio where, in adulthood, he was involved with local politics. At the time of his death in 1927, Edward was a member of the House of Representatives in Pennsylvania, representing Mercer County. Eighteen members of the Pennsylvania legislature attended his funeral service in Sharon, Mercer County, PA.
