Elected archbishop of the titular see of Cesariana and appointed pro-nuncio in Holland by the named Pontiff on July 22, 1967, he received his episcopal consecration on the following September 24 at the Patriarchal Vatican Basilica from Cardinal Amleto Giovanni Cicognani. Resigning the prefecture on June 13, 1995, he was appointed president of the Pontifical Commission Ecclesia Dei on December 16 that year.
