The daughter of Samuel & Lois (Griswold) Mather, she married Dr. Thomas Miner on May 8, 1810 in Lyme, New London County, Connecticut.

Phebe was the fourth great granddaughter of Reverend Richard Mather (1595-1669) and Katherine Hoult (1596-1655).
