U.S. Congressman. He attended Wyoming Seminary, graduated from Wesleyan University Connecticut, in 1884, studied law, was admitted to the bar in 1890 and proceeded to practice law in Plymouth, Pennsylvania, in 1891. He was appointed a director of the poor for the central district of Luzerne County, in 1893 and was the register of wills of Luzerne County, (1894-97). In 1899, he was elected as a Democrat to the Fifty-sixth Congress, serving until 1901. An unsuccessful candidate for re-nomination, he resumed the practice of law until his death at age 60.
