Frank Balla was born the third child of Hungarian émigrés Alexander Balla (1886-1950) and Julia Molnar (1885-1962); and the twin of John Balla (1912), who proceeded him in death.

According to oral history, Frank, as well as his brother John, was a "blue baby;" and because of this he was quite week most of his life. On the day of his death, he witnessed a horse run through some barbed wire on the family farm, severely injuring and killing the horse. Following this event, Frank went into shock and died. According to his death certificate, he died from congenital heart disease.

He was, according to his death certificate, buried on the 24 June 1920 in Pineland Cemetery.
