Maine Governor. He was admitted to the bar in 1902 and established a law practice in Lewiston, Maine. From 1909 to 1913, he served as a Municipal Court judge and as the Mayor of Lewiston, 1915 to 1916 and 1922 to 1924. In 1932, he was elected as a Democrat the fifty-sixth Governor of Maine and served until 1937.
