Warren grew up in Bucks Co., Pa. He worked for the Philadelphia School District as an electrician. Warren was the son of James A. and Laura May Johnson Neely. His siblings included Virginia M. Neely, Ruth Neely, and Regis J. Neely Morris. He was married to Louise H. Schmidt. They had two children Robert A. Neely, and Jean L. Neely Miller. After Louise's death he married Ruth Coleman.
