Robert was the son of Robert Malone Sr. and Martha (Laird) Bugg. He married Fanny S. Owens in Hays, Texas on 24 Dec 1867 and they had two children: Fannie B. and Robert Seymore.

He lived in Texas from 1858 to 1868 and served during the Civil War in the Texas 23rd Cavalry, Co. H and in Texas' McCulloch's 1st Cavalry, Co. D. He was elected to the 53rd Tennessee General Assembly (1903-1905 as a Democratic Representative from Giles County, TN.

Lynnville, Tenn., April 6.--(Special.)--R. M. Bugg, a highly respected citizen of this place, died at the home of his granddaughter, Mrs. Gordon Blackburn, Thursday after a short illness. He had many relatives and friends here. He was over 90 years old and a Confederate soldier and a member of the Harvey Walker bivouac and a faithful member of the Christian church.
He enjoyed the friendship of all who knew him. He had been trustee of Giles county for two terms, a member of the legislature and mayor of Lynnville for several years. He had also been a member of the county court of Giles county.
