New Hampshire Governor. He became a successful businessman in retail sales, banking and the commodities industries. Entering politics, he was a member of the New Hampshire State Senate, (1899-1901) and served as a member of the Executive Council, (1905-07). In 1907, he was elected as a Republican the 16th Governor of New Hampshire, serving until 1909. During his term, a state tax commission was initiated; prison reform measures were enacted, state roads continued to progress and free legislative railroad passes were eliminated. After leaving office, he served during World War I as the state fuel administrator and chaired the state tax commission, from 1921, until his death at age 61.
