Jim Comstock - Hardesty's WV Counties, Vol. 1, Tyler County, p. 199:
WILLIAM MERIDETH POWELL—is a son of Elijah and Sarah Powell, now both deceased, and was born January 2, 1835, in Harrison county, Virginia (now West Virginia). In Taylor county, now part of West Virginia, December 8, 1859, William M. Powell was united in marriage with Emily Ann, daughter of John and Sarah Bartlett. She was born September 21, 1842, in what is now Barbour county, West Virginia, and has lost both her parents by death. Mr. and Mrs. Powell have been the parents of two children, a son who is living in Tyler county, and a daughter now deceased. They were born: Clara, June 6, 1866; died July 14, 1867; Irwin, May 9, 1868. William M. Powell was twelve months captain of the militia, the year of 1861, was twelve months a first lieutenant of the regular volunteers, and twenty-two months captain. He enlisted in August, 1862, and served as first lieutenant until promoted to captain in August, 1863, which rank he held till close of the war. He was two years a member of the board of supervisors in Tyler county, was member of the State legislature, 1868-9, and again in 1882, and was sheriff of the county four years from 1877. He has a fine farm lying in Ellsworth district, and his post office address is Middlebourne, Tyler county, West Virginia.

History of the Upper Ohio Valley (1891), pp. 371 and 372:
William M. Powell, a prominent farmer of Tyler county, was born in Taylor county in 1835, his parents being Elijah and Sarah (Cather) Powell. The father was born in Taylor county in 1808, and resided there during his life. The subject of this sketch was reared in the county of his nativity and remained there until 1860, when he removed to Tyler, which has since been his home. His education was obtained in the usual channels, the acquirements of the old time school-house having been largely added to in later years by means of books and papers. December 8, 1859, Mr. Powell was united in marriage to Emily A. Bartlett, daughter of John and Sarah Bartlett. Two children came to bless this union, but only Irwin, who was born May 9, 1868, is living. The other child, Clara, was born June 6, 1866, and died July 14, 1867. The mother was a native of Barbour county, W. Va., and was reared in the Baptist church of which she subsequently became a member. In 1861, Mr. Powell served as captain in the state militia, and in 1862 enlisted in Company E, Fourteenth West Virginia infantry. He served as first lieutenant of his company until 1863, and was then promoted to the captaincy, which rank he held at the close of the war. He served for two years as a member of the board of supervisors of Tyler county. He was a member of the state legislature during the session of 1868–69, and again in 1882. He was elected sheriff of the county in 1876 and served until 1880, was again elected in 1884 and continued in the office for four years. He is now president of the board of education. Mr. Powell deserves much credit for the success in life that has followed his efforts, as he began practically without anything, his whole possessions, when he started out, being a horse and cow which his father gave him when he struck out for himself. He has led a life of industry, and now owns a good sized farm. Formerly he was quite a heavy landowner, but sold out much of his property. He is a leading republican politician of his county and deserves the title of estimable citizen.
