The son of George W. & Sarah Ann (Brougher) Singiser, in 1860 he was a blacksmith living in Altoona, Blair County, Pennsylvania. He stood 5' 11" tall and had light hair and blue eyes.

A Civil War veteran, he enlisted in Pittsburgh September 2, 1861, and mustered into federal service there October 21 as a private but with Co. G, 4th Pennsylvania Cavalry (64th Pa), and eventually rose to the rank of sergeant. Although wounded on June 20, 1863, during the Gettysburg campaign, he returned to duty and transferred to Co. A, 20th Pennsylvania Cavalry (181st Pa), re-mustering February 24 in Harrisburg with the three-year organization and promoted to 1st lieutenant. He is listed as missing in action but obviously returned to duty because he discharged at term's end February 24, 1865, at Winchester, Virginia, although the War Department did not bestow that date until May 19, 1879.

He married Elizabeth A. Rupp and fathered Mary E. (b. 01/23/81 - married Alexander McCollister) and Clifford (b. 02/02/91). A member of Mechanicsburg's Zinn Post No 415, G.A.R., he died a "sudden death" from apparent heart trouble.
