US Congressman. He was admitted to the bar in 1891, commenced the practice of law in Alexandria, Virginia and served as postmaster at Alexandria, 1893 to 1897. In 1907, he was elected as a Democrat to the Sixtieth Congress to fill the vacancy caused by the death of John F. Rixey and reelected to the next five succeeding Congresses serving until 1919, when he resigned. He resumed the practice of law in Virginia and Washington, D.C. until his death.
