After completing public school and St. Thomas Preparatory College in St. Paul, Minnesota, Colonel Pratt entered the United States Military Academy at West Point, New York, in July 1920. He attended the academy until January of the next year and again from July 1921 until July of 1922. He subsequently engaged in railroad surveys in Cuba and Northern Canada for a year. He returned to his education at the University of Wisconsin in September 1923, leaving the university in December of the same year.
Colonel devoted his time to further railroad surveys in western states until he entered the service. In 1927 he graduated from the Air Corps Primary and Advanced Flying Schools. He was transferred to the Air Corps in 1928.
His principal duty assignments included: bombardment pilot, 2d Bomb Group, in 1930; officer in charge of Air Corps Photographic Operations, Headquarters, United States Army Air Corps, from 1937 until 1940; director of Air Corps Photographic School in 1940 and 1941; commanding officer, Los Angeles Area Air Corps Technical Training Command in 1942.
Overseas assignments included: England as United States observer for three months in 1941; commanding officer of Meeks Field, Iceland, from August 1942 until January 1943; commanding officer, Greenland Base Command from January 1943 until January 1944; inspector general, Northeast Air Command, Newfoundland, from June 1949 until June 1950; commanding officer, Pepperrell Air Force Base, Newfoundland, from June 1950 until May 1952.
Upon his return from Newfoundland to the United States, he reported for duty at Headquarters, United States Air Force, in June 1952. On 20 March 1953, Colonel Pratt assumed duty as Commander, 3800th Air Base Wing, Maxwell Air Force Base, Alabama. He retired from the military service in October 1955.
While filling wartime assignments in Iceland and Greenland, Colonel Pratt participated in submarine patrol, icecap reconnaissance, and air bombardment missions against German weather stations in Northeast Greenland.
Now in civilian status, Colonel Pratt is special representative for service personnel for the First National Bank of Montgomery (Maxwell Air Force Base Branch).
