Lowell Rooks graduated from Walla Walla High School (Wa-Hi) in 1912 and attended Washington State University and the University of Washington. His education at the latter was cut short by World War I. He was commissioned an officer and remained in the army between the two wars. In WW II he was on General Eisenhower's staff in North Africa, later taking part in the Battle of the Bulge. After the war he served in the United National Relief and Rehabilitation Administration and near the end of its existence was the chief administrator. In 1963 he was operating a cattle ranch in the southwest.
