Pennsylvania Governor. After receiving a degree from Dickinson School of Law in 1914, he was admitted to the bar and opened the legal practice in Wilkes-Barre, Pennsylvania. During World War I, he served as Sergeant the 23rd U.S. Army, in Ireland. After the war, he resumed his law practice, became active with the Republican Party and was appointed Judge of the Court of Common Pleas of Luzerne County, plus Pennsylvania Superior Court, serving (1927-50). In 1950, he was elected as a Republican the 35th Governor of Pennsylvania, serving until 1955. While in office, he granted a one-percent selective sales and use tax by the state Assembly as an alternative to an income tax, which he preferred but the Assembly opposed. He also established a committee to study governmental structure, reorganized the state Department of Health and continued efforts to improve educational, mental health, anti-pollution and highway programs. After his term, he resumed his law practice.
